Yi Zhao 686c0625b8 ntp: add UPSTREAM_CHECK_URI ...

Add UPSTREAM_CHECK_URI to check the correct latest stable verison.

Before the patch:
$ devtool latest-version ntp
INFO: Current version: 4.2.8p18
INFO: Latest version:

After the patch:
$ devtool latest-version ntp
INFO: Current version: 4.2.8p18
INFO: Latest version: 4.2.8p18
