Peter Kjellerstedt 6c10e92dcc pegtl: Correct the license to BSL-1.0 ...

The license was changed from MIT to BSL-1.0 in release 4.0.0.

Also set SUMMARY instead of DESCRIPTION, and fix some whitespace.
