Khem Raj 9a7fdf61f7 logcheck: upgrade 1.4.3 -> 1.4.7 ...

The Makefile now creates /run/lock/logcheck (was /var/lock/logcheck);
update the sed that comments out that install line so nothing is left
installed-but-not-shipped.
