Li Wang 1008d54e1f radvd: add '--shell /sbin/nologin' to /etc/passwd ...

the default setting USERADD_PARAM of yocto:
-s /bin/sh

follow redhat policy:
radvd/redhat/systemd/radvd.spec
  useradd ... -s /sbin/nologin ...
