Changqing Li cfb01aa318 libtdb: upgrade from 1.3.16 -> 1.3.17 
Fix 3 problems after upgrade to 1.3.17

1. Disable prefork of process
2. Fix problem of waf cannot be found
3. Fix problem of cross-compile not support well
