Mingli Yu 0e0fc7efe3 php: Upgrade to 8.1.0

Rebase one patch to new version and enable openssl PACKAGECONFIG
as OpenSSL 3.0 is now supported in the new version now [1] and
remove one patch [2] as the related support for cross-compile env
is already added in 8.1.0 [3].
