Joe Slater a27d4a75c5 openconnect: PACKAGECONFIG certain dependencies ...

Some items now in DEPENDS are configuration options,
so we create PACKAGECONFIG[] entries for them.

We do not select pcsc-lite by default because it is
GPLv3.
