Leon Anavi 4729c7008b python3-colorlog: Upgrade 4.4.0 -> 4.6.2 ...

Upgrade to release 4.6.2:

- Include tests using MANIFEST.in instead of setup.py
- Switch to GitHub Actions
- Don't publish to test pypi - we'd have to bump the version
  every commit
