Alexander Kanavin 4f5eda4fc3 vlc: do not depend on mpeg2dec 
The format is obsolete, the code hasn't been touched in well over 10
years and the recipe is about to be removed from oe-core. VLC can still
access such files via its gstreamer module/ffmpeg.
