Christian Eggers d76997b74c protobuf: conditionally depend on ${PN}-compiler ...

If ${PN}-compiler is not build due to PACKAGECONFIG, we shouldn't depend
on it.  Otherwise installation on -dev package fails during
populate_sdk.
