Anuj Mittal b18b9d0c0f netcf: remove recipe ...

It isn't maintained anymore and requires workarounds when gnulib is
updated.

It was only used by libvirt and with the upstream [1] and meta-virt
changes to not require it anymore, this can be dropped.
