Alexander Kanavin 1d9962de9e vlc: do not depend on mpeg2dec ...

The format is obsolete, the code hasn't been touched in well over 10
years and the recipe is about to be removed from oe-core. VLC can still
access such files via its gstreamer module/ffmpeg.
