Leon Anavi 0b22c79ce8 python3-lgpio: Add recipe 
Add recipe for release 0.2.2.0:

- Changes forced by the adoption of a different timestamp clock
  in gpiochip API 2.
- The gpiochip changes broke the operation of GPIO debounce and
  watchdogs.
