Operations like XXX:append += "YYY" are almost always wrong and this
is a common mistake made in the metadata. Improve them to use the
standard format.

This commit makes the SELoader entire optional and allows it to be
removed, with the intended replacement being to use grub's built in
gpg key verification.
It will be possible in a template or local.conf:
UEFI_SELOADER = "0"
GRUB_SIGN_VERIFY = "1"

${COREBASE}/LICENSE is not a valid license file. So it is recommended
to use '${COMMON_LICENSE_DIR}/MIT' for a MIT License file in
LIC_FILES_CHKSUM. This will become an error in the future.
