Yi Zhao a201896432 scap-security-guide: add UPSTREAM_CHECK_GITTAGREGEX 
Add UPSTREAM_CHECK_GITTAGREGEX to check the correct latest stable
verison.

Before the patch:
$ devtool latest-version scap-security-guide
