linux-ti-staging: include pru-uio device tree files for am571x and k2g

* The pru-uio device tree file for am572x is also updated to support
  icss-emac-lld in Linux userspace.

* The new dtbs are added only if ENABLE_TI_UIO_DEVICES is enabled.
