Denys Dmytriyenko e9ef9f510b licenses: add Hewlett-Packard and Patrick-Powell licenses used by Code Gen tools 
Also correct ti-cgt-arm to not reference Hewlett-Packard, only Patrick-Powell,
according to included SPDX document.
