openssh: allow to override OpenSSL HostKeys when read-only-rootfs

With these changes it is possible to have a .bbappend that
- sets SYSCONFDIR to some persistent storage
- modifies SYSCONFDIR/sshd_config to use ssh host keys from
  the (writable) sysconfdir
