wic: Integrated plugin docstrings into 'wic help plugins' output

Browse Source 
Added mechanism to show docstrings of plugin classes as a part of
plugins help page.
For missing plugins the following warning message is shown:
<class '<plugin class spec>'> is missing docstring.
