mesa: Upgrade to 17.3.1 release

The 17.3.1 release, published in December 21, 2017, is the first 17.3
stable release for use. It fixes a number of issues since 17.3.0
release.

This commit has reworked few patches, to apply to the new source, and
dropped the backported ones.
