Derek Straka 7dcc37c329 python3-*: Update recipes to correctly check the upstream packages
With the upstream check migrated to the simple repo API, a number of the
recipes required updates to:
1. Remove outdated UPSTREAM_CHECK_REGEX checks
2. Add recipe specific UPSTREAM_CHECK_PYPI_PACKAGE definitions for
   packages that use '_', CamelCase, or other deviations from PEP625 in
   the source archive

Ross Burton 4ffb0e69eb python3-jinja2: remove obsolete python3-toml dependency
As we have Python 3.11+, tomllib will be used.

Richard Purdie 277c26d8f0 python3-jinja2: Upgrade 3.1.3 -> 3.1.4
Switch to use flit core since upstream changed.

They also changed the capitalisation under pypi.

The license didn't change but the file was renamed, probably as it wasn't
rst.
