Anuj Mittal 3049440b28 libpcap: upgrade 1.8.1 -> 1.9.0 ...

* For changes, see:

* Merge inc and bb and remove unnecessary flags.

* Remove all patches, they have either been upstreamed or fixed
differently.

* Compilation with bluez5 works just fine, enable it and remove bluez4
config.

* Backport a commit to fix musl builds.
