snapshot: fix race conditions

Browse Source 
* perform collection.LoadComplete inside maybeRunTaskInBackground
 * have tasks use a fresh copy of taskCollectionFactory, taskCollection
 * fix locking for snapshots of snapshots by locking SourceSnapshots
 * use uuids, since names can be renamed
