Fix tests and fixtures relying on expired pgp keys

PGP tests relied on expired gpg keys: upgrade with newer Debian keys from
https://ftp-master.debian.org/keys.html.
Download new fixtures files from http://ftp.debian.org/debian/dists/buster/
