arm/fvps: correct broken versions

Browse Source 
With the change to webpages for the FVPs, it is not possible to detect
new versions anymore.  Add UPSTREAM_VERSION_UNKNOWN to avoid the
"UNKNOWN_BORKEN" when running `devtool check-upgrade-status`
