optee: Check for meta-clang for TOOLCHAIN variable

Browse Source 
This covers the case when meta-clang is not in layers but TOOLCHAIN
variable is defined ( via config metadata e.g. local.conf ), the value
for TOOLCHAIN should be discarded in this case.
