libcrypt-openssl-guess: Add recipe

Add recipe for CPAN hosted Perl5 module Crypt::OpenSSL::Guess
version 0.11 as prerequisite for libcrypt-openssl-rsa-perl update
to express our love for the Perl Programming Language.
