waf-samba: Reconfigure when the cross-answers file changes

do_configure reads the per architecture cross-answers file from the
layer by path rather than through SRC_URI, so editing it does not
change the task signature, and existing builds keep the old answers
until they are reconfigured by hand.

Make the answers directory a variable and add the file to
do_configure[file-checksums].
