llhttp: add new recipe (9.3.0)

restinio 0.7.x drops its bundled http_parser and instead requires
llhttp to be supplied externally via find_package(). Add a new
recipe pinned to release/v9.3.0, the exact version restinio 0.7.9.1
pins in its externals.rb manifest.
