python3-pytest-timeout: add UPSTREAM_CHECK_PYPI_PACKAGE

Add UPSTREAM_CHECK_PYPI_PACKAGE to check the correct latest stable
verison.

Before the patch:
$ devtool latest-version python3-pytest-timeout
INFO: Current version: 2.4.0
INFO: Latest version: 2.3.1

After the patch:
$ devtool latest-version python3-pytest-timeout
INFO: Current version: 2.4.0
INFO: Latest version: 2.4.0
