Revert "cyclictest: add real-time latency measurement recipe"

cyclictest is a part of the rt-tests suite which has the recipe in
OE-Core since prehistoric times. Revert the commit 1253fb8431
("cyclictest: add real-time latency measurement recipe") which
duplicated a part of OE-Core recipe.
