bluepy: Set PV and correct syntax for RDEPENDS

Browse Source 
Also organize the recipe to to match OE style
Remove PYTHON_PN from DEPENDS, setuptools should be enough
Correct setting LIC_FILES_CHKSUM
Move setting git SHA to SRCREV
