python3-license-expression: Upgrade 21.6.14 -> 30.0.0

Upgrade to release 30.0.0:

- Use latest skeleton (and updated configure script)
- Drop using calver
- Improve error checking when combining licenses

License-Update: Fix merge error in LICENSE
