ipmtool: add UPSTREAM_CHECK_GITTAGREGEX

Add UPSTREAM_CHECK_GITTAGREGEX to check the correct latest stable
verison.

Before the patch:
$ devtool latest-version ipmitool
INFO: Current version: 1.8.19
INFO: Latest version: 10.
INFO: Latest version's commit: 990f9672c9581ab5fcb6bfed98f5da12edd29411

After the patch:
$ devtool latest-version ipmitool
INFO: Current version: 1.8.19
INFO: Latest version: 1.8.19
INFO: Latest version's commit: 19d78782d795d0cf4ceefe655f616210c9143e62
