python3-arrow: Add python3-zoneinfo to RDEPENDS

arrow/parser.py imports zoneinfo, falling back to backports.zoneinfo
which is not available either, so importing arrow fails on target:

  ModuleNotFoundError: No module named 'zoneinfo'

Seen in python3-construct ptests.
