ddrescue: add from OE-Classic, update and tidy up

* Update to 1.16
* Add LIC_FILES_CHKSUM
* Add SUMMARY and extend DESCRIPTION
* Drop PRIORITY
* Drop AUTHOR (generally we don't include this)
