fails, make the dependency unconditional to fix build failures

Disable JIT (ion) on all mips
It fails to compile in first place, even if we fix the compilation
next it assert failures and runtime test failures, its best to disable
it for mips for now

There are couple of scripts which explicitly calls out for bash
interpreter but there is nothing bash specific about them, so let
it use sh interpreter.

Sometimes with high parallel build we see compile errors e.g.
clang-8: error: linker command failed with exit code 1 (use -v to see invocation)

Detecting libdl for dlopen when failed returns
"none required", which then gets added to linker commandline
and inturn fails to link with errors obviously because "-lnone required"
is no such library.
This patch is not musl dependent, earlier patches clubbed it into musl
patch however this is needed with clang too regardless of the C library
the reason is clang automatically brings in libdl in OE and hence this
test is failing.
This is noop with gcc since the first check will pass thats why it works
in first place

defines so, it gets built using native compiler correctly

When building with clang otherwise this gets enabled and we have
problems with headers especially due to OEs multilibbing effort on arm
where headers like bits/wordsize.h are hijacked and some wrappers are
translanted, these transplants have additional requirements/constraints
e.g. compiler internal arch defines e.g. __arm__ etc. which may not be
passed by tools like clang-tidy which are arch independent.
Ideally we should not require to disable clang-tidy here but we make a
compromise, since OEs headers are the way as explained above

Use qemu usermode to generate it, so we are always in correct

It is detecting cross compile badness for -lexpat since
the check finds it on build host, so aide the build ssytem
to find it in staging sysroot

Define defines to indicate that platform has ssize_t and long_double
Disable java,r,c-sharp, as it is unused
