Leon Anavi e65b11a6e4 python3-license-expression: Upgrade 1.0 -> 1.2 ...

Upgrade to release 1.2:

- Add ability to render WITH expression wrapped in parenthesis
- Fix anomalous backslashes in strings
- Update the thirdparty directory structure
