Native python is being probed on some builds

recipe-sysroot-native/usr/share/cmake-3.20/Modules/FindPackageHandleStandardArgs.cmake:230 (message):
  Could NOT find PythonLibs (missing: PYTHON_LIBRARIES PYTHON_INCLUDE_DIRS)
  (Required is exact version "3.8")
