Guocai He 1282441198 libnet: backport patch to remove configure time SOCK_PACKET check 
Backport [1] to fix the do_configure error like below:

  checking for packet socket (PF_PACKET)... ./pf_packet-test:
  /lib/x86_64-linux-gnu/libc.so.6: version `GLIBC_2.34' not found
