Andreas Müller 1ee642c8fb libpeas: upgrade 1.22.0 -> 1.24.1 
* move to meson build
* remove intltool-native & gnome-common from DEPENDS - they are not needed
* with meson build gir is configurable -> gobject-introspection-data is not a
  required distro feature any more
