Naveen Saini 211e4988da tbb: upgrade 2021.5.0 -> 2021.7.0 
Drop patches which are already merged. Also drop
which are not required anymore.

Tested following machines with both gcc and clang:
qemuarm
qemuarm64
qemuriscv32
qemuriscv64
