Adrian Bunk 222cafdcd9 wireless-regdb: Upgrade 2019.03.01 -> 2019.06.03

This includes deletion of a frequency where transmission
is no longer legal in Japan.

Collection of layers for the OE-core universe

This repository is a collection of layers to suppliment OE-Core
with additional packages, Each layer have designated maintainer
