Khem Raj 238814e5a1 python3-slip-dbus: Fix build with wheel packaging

Migrate to use setuptools instead of distutils
merge slip.dbus into slip module since we use
slip.dbus, it works fine for OE

with additional packages, Each layer have designated maintainer
