gnome-commander 2 is ported to GTK 4 and its main program to Rust, built by cargo from meson; the plugins and libgcmd stay C. The license is now GPL-3.0-or-later, with the documentation under GFDL-1.3-or-later and some files under CC0-1.0, as listed in LICENSES/. Add a patch that passes the target triple from a cross file property to cargo and keeps the RUSTFLAGS of the build, which the cargo environment replaced (Upstream-Status: Pending). cargo_common is inherited first so that meson's do_configure is the one used. libgcmd.so is unversioned and needed at run time, so it stays in the main package; the GIR is built unconditionally, and the redundant rpath to libdir is removed. samba support is gone upstream.
