Callaghan, Dan 28a3bbff54 quagga: install tmpfiles snippet to /usr/lib/tmpfiles.d 
Package-owned tmpfiles snippets belong in /usr/lib/tmpfiles.d,
/etc/tmpfiles.d is for administrator customisations.
