Chen Qi 2b32463cfc rsyslog: add UPDATE_ALTERNATIVE for syslog-service 
Use ALTERNATIVE mechanism in OE to manage the syslog service to
avoid conflicts with other syslog implementations like sysklogd
or busybox.
