Tim Orling 3748086ec5 python3-pyruvate: add recipe for v1.1.2 
Pyruvate is a reasonably fast, multithreaded, non-blocking WSGI server
implemented in Rust.

This recipe uses the new setuptools3_rust and pyo3 classes.
