Leon Anavi b402ad7a42 python3-regex: Upgrade 2021.7.6 -> 2021.8.3 ...

Upgrade to release 2021.8.3:

- re.sub and re.findall freeze with regex, but not old re
- regex's `Match` and `Pattern` types do not act as generics
