Leon Anavi 3cb8969680 python3-iso8601: Upgrade 0.1.12 -> 0.1.13

Upgrade to release 0.1.13:

- Move project source code to GitHub
- Remove python 2.6, 3.2, 3.3 and 3.4 from tests
- Add python 3.7 and 3.8 to tests
